Two remanded for inciting terrorist attacks

Two men were remanded to prison earlier today on separate charges of inciting terrorist attacks, including threats against President Dr. Irfaan Ali.

Twenty-four-year-old Emmanuel Rogers, a self-employed delivery driver and labourer of New Prospect Housing Scheme, East Bank Demerara, is charged with two counts of using a computer system to incite a terrorist act, in contravention of Section 18(1)(d)(ii) of the Cybercrime Act No. 16 of 2018, and contrary to Section 18(2) of the same Act.

He is accused of encouraging persons to murder the President of the Co-operative Republic of Guyana and to “burn the police station, the hospital, and Parliament building” using the social media platform TikTok from his home on April 28.

Rogers was arrested by ranks of the Criminal Investigation Department (CID) Headquarters. He was not required to plead to the indictable charges when he appeared at the Diamond/Golden Grove Magistrate’s Court and was remanded to prison until May 23.

Additionally, 43-year-old Azriel Ashby was charged following an investigation into an alleged cybercrime offence committed via TikTok between April 27 and 28, 2025, at Go Slow Avenue, Tucville, Georgetown.

Ashby, a security guard of El Dorado Village, West Coast Berbice, is also accused of using a computer system to incite a terrorist act, in which he threatened to burn Sophia Road, Weldaad, Paradise, Eldorado, and other locations.

He was also arrested by ranks of the CID Headquarters. Ashby appeared at the Georgetown Magistrate’s Court today, where he pleaded not guilty to the charge. Bail was denied, and he was remanded to prison until May 28.
