The tide is changing for persons living with disability in Guyana, as the process of owning their own homes and living a life of dignity, independence, and comfort is now much easier than at anytime before.
This has been made possible through a series of targeted initiatives by the government aimed at improving housing accessibility and affordability for vulnerable groups.
According to Minister within the Ministry of Housing and Water, Susan Rodrigues, efforts have been expanded to ensure that persons with disabilities are no longer left behind in the national housing agenda.
The government is now offering persons with disabilities priority access to state land at subsidised rates, waivers on processing fees, and technical guidance to construct homes that meet accessibility standards.
In many cases, beneficiaries are also being supported with core home grants, roofing assistance, and opportunities to partner with private construction firms offering affordable housing solutions.
Speaking during the opening of the Centre for Equity, Opportunity and Innovation, Minister Rodrigues said the ministry has implemented “special days” set aside specifically for persons living with disabilities.
On these days, individuals are invited to the Ministry of Housing and Water’s head office, where they are accommodated by dedicated staff who guide them through the entire housing application process.
These initiatives, she said, ensure that persons with disabilities leave the ministry not only supported, but also as proud landowners.
Guyana is estimated to have over 50,000 persons living with disabilities, many of whom have traditionally been excluded from homeownership due to barriers such as low income, inaccessible housing designs, and bureaucratic challenges.
However, with strategic partnerships between the Ministry of Housing and Water, the National Commission on Disabilities, and other local agencies, these barriers are now being addressed.
Aside from assistance for housing, today, individuals with permanent disabilities now qualify for public assistance for life.
