Lochan, a father of four, had recently been promoted to foreman on a road project along Bhagwandas Street.
Workers rushed to his aid, but his body was already buried under sand. His grieving mother, Yolanda Lochan, suspects foul play, claiming her son had previously been struck by an excavator and believes jealousy may have contributed to his death.
The excavator operator is in police custody, and construction work has been halted as investigations continue.
