Top regional leaders sworn in, President urges unity

The Regional Chairpersons and Vice Chairpersons took their oaths on Thursday, with President Dr Irfaan Ali emphasizing that unity must prevail.

In his address, Dr Ali reminded the officials that assuming office was “not merely a formality” but a reaffirmation of the democratic covenant between leaders and the people they serve.

He said that consistent with the government’s manifesto, upcoming plans will empower community workers, Neighbouring Democratic Council and Regional Democratic Council (RDC) leaders through improvements in working conditions and pay. “We will be outlining a series of plans and initiatives aimed at further empowering workers at the community level. We are going to improve not only your condition of work but your pay for work. In the coming days, you will hear more about this,” he added.

Dr Ali underscored that the oath binds Chairpersons and Vice Chairpersons to fidelity, impartiality, integrity and service—principles he described as the foundation of Guyana’s decentralised system of governance. He said RDCs, as the second tier of government, play an essential role in delivering health care, education, infrastructure, agriculture and other vital services tailored to the needs of each region.

He urged the new regional leaders to embrace responsiveness and delivery as guiding values, stressing that citizens “expect solutions, not excuses.” He highlighted the government’s countrywide community-development initiatives, including improved roads, lighting, sanitation, recreation spaces and neighbourhood safety, calling on RDCs to act proactively, communicate frequently with residents and demonstrate visible leadership in their communities.

Describing the RDCs as “stewards of development” and “guardians of public trust,” President Ali reminded them that their decisions shape the lives of children, families and elders across the regions. He encouraged officials to lead with humility, accessibility and measurable results.
