Guyana, Belize deepen ties across defence, education, tourism and investment

The Governments of Guyana and Belize have reaffirmed their longstanding friendship and Caribbean ties by signing a series of Memoranda of Understanding (MoUs) to strengthen cooperation across defence and security, education, tourism, digital transformation, and investment.
The agreements, signed during President Dr. Mohamed Irfaan Ali’s visit to Belize, reflect a shared commitment to peaceful collaboration, respect for sovereignty, and practical cooperation that benefits both peoples while contributing to regional stability and development, a release said.
In defence and security, the MoU outlines cooperation on capacity-building, information exchange, and training to address challenges such as transnational organised crime, drug trafficking, terrorism, and other emerging threats. The partnership is defensive in nature, non-binding, and aimed at strengthening institutional capabilities.
Education initiatives will expand opportunities for scholarships, academic exchanges, skills development, and access to digital learning platforms. Tourism cooperation seeks to promote sustainable development, multi-destination travel, knowledge-sharing, and diaspora engagement.
A framework on digital transformation and artificial intelligence aims to improve government efficiency and implementation capacity, while a Joint Statement of Intent signals the two countries’ readiness to negotiate a bilateral investment treaty.
Belize also confirmed its intention to join the Global Biodiversity Alliance, launched by President Ali in July 2025, a non-binding platform designed to raise awareness of biodiversity loss and its links to climate change.
The Governments said the MoUs express mutual intentions to cooperate and are not legally binding. All initiatives will be implemented gradually, transparently, and in line with available resources and national priorities.
