Minister Teixeira: GTTC funds primarily for programme development, not instructor salaries

Minister of Governance and Parliamentary Affairs Gail Teixeira on Monday said a $78 million allocation to the Guyana Technical Training College (GTTC) is primarily for developing an advanced diploma programme rather than paying instructors.
Speaking during the consideration of Budget 2026’s Estimates of Expenditure, Teixeira told Parliament that $70 million of the allocation will be used for consultancies to develop and deliver an advanced diploma in building and construction, $5.5 million for operational costs of the GTTC secretariat, and $2.5 million for rental of residences for professors.
Opposition MP Ganesh Mahipaul asked whether the allocation would cover salaries for eight instructors expected to train students at the college. Teixeira said the instructor consultancies are still in the interview phase and will be paid through a separate funding arrangement once appointments are finalized.
She noted the line item is part of a wider budget head covering multiple agencies under her ministry, including youth councils and statutory bodies.
